James was born on August 21, 1963, in Dayton, Ohio. He was preceded in death by his parents: Allene and Dan Sparks & Jim Bailey.
He is survived by his wife of 28 years, Edna Darlene Bailey; children: Kenneth Eugene James Bailey, Kaitlan Darlene Karla Bailey, Dustin Tucker, Sr. and Dustin Tucker, Jr.; brothers and sister: Eric, Glenn, Walt, Danny "Bub" and Donna; numerous nieces, nephews, other relatives and friends.
