HIGGINS, Ilse R., age 76, of Vandalia, passed away Friday, January 06, 2012. She was born June 10, 1935 in Dayton, OH, to the late Fritz and Virginia (Feller) Tietge. She is survived by her children, Dianna Harsh, David Higgins, Douglas Higgins, Daccari Farrugia and Donald Higgins; 12 grandchildren and numerous great-grandchildren; brother, Fred; sister, Karen. Ilse was preceded in death by her husband of 58 years, Vincent Higgins Jr.
